Sandeep Singh is a former litigator for the Internal Revenue Service (IRS) Office of Chief Counsel, and holds advanced degree in taxation. As a Chief Counsel attorney for the IRS, Sandeep analyzed legal arguments advanced by taxpayers and their counsel in disputes with the IRS, determined the strengths and weaknesses for the government’s case, crafted litigation strategies, coordinated complicated legal matters with the IRS’ National Office in Washington D.C., and tried cases on behalf of the IRS. Sandeep‘s powerful representation resulted in numerous settlements with taxpayers and opposing counsel without the need of a trial, as well as many  successful trials.  
Sandeep subsequently served as a tax attorney with a prominent San Francisco Tax Law Firm, where he represented clients in a variety of matters, including IRS audits, IRS criminal investigations,  IRS collection enforcement, and tax litigation in Federal District Courts as well as the U.S. Court of Federal Claims. 
Sandeep’s ability to resolve matters for firm clients stems from not only his tax law knowledge but also his broad base of litigation experience. This includes representation of clients in trust & estate, commercial, and real estate litigation, as well as service to judges in state circuit and federal district courts.
In an effort to contribute back to the legal profession, Sandeep served as an Adjunct Professor at the Golden Gate University School of Law, where he taught a graduate tax course (Federal Tax Procedure).
Prior to pursuing a career in law, Sandeep served in the United States Army for five years. He led a platoon of more than 40 combat soldiers and was the recipient of several awards, including two Army Commendation Medals for exceptionally meritorious service and multiple awards for exemplary conduct as a soldier. 
Sandeep works with Rogoway Law clients through various tax planning, transactional, and enforcement matters. Sandeep is licensed to practice law in California and Maryland and admitted to the United States Tax Court as well as the United States District Court.

Representation history

  • Represented the IRS in over 200 docketed court cases, resulting in over a dozen Tax Court trials which resulted in favorable outcomes to the IRS, and hundreds of negotiated settlements on behalf of the IRS.

  • Advised IRS employees and Appeals Officers on general tax issues.

  • Filed one of the very first constitutional challenges to the IRS’ revocation of U.S. passports of individuals owing $51,000 or more in federal taxes. 

  • Represented tax return preparers being criminally prosecuted for aiding and abetting tax evasion before the IRS Criminal Tax Division and the Department of Justice; as well as negotiating with the Assistant United States Attorneys.

  • Represented tax return preparers in civil penalty investigations with the objective of minimizing civil liability and preventing a subsequent criminal investigation by the IRS and the Department of Justice.

  • Represented individuals and business owners before the IRS Criminal Tax Division and the Department of Justice in criminal investigations for tax evasion, conspiracy, and other tax related crimes. 

  • Represented taxpayers in civil lawsuits against the IRS in U.S. District Courts and the Court of Federal Claims, resulting in thousands of dollars being refunded to the taxpayers.

  • Represented taxpayers in Foreign Bank Account Reporting (FBAR) and Bank Secrecy Act violations before the IRS civil and criminal investigators.

  • Represented taxpayers in individual and business IRS audits with successful audit results; and successfully challenged many civil audit results in Tax Court.

  • Represented Taxpayers in collection matters before the IRS and negotiated Installment Payment Agreements, Lien Subordination Agreements, and Offers in Compromise. 

  • Successfully represented professionals (lawyers and doctors) before the IRS to prevent adverse employment actions resulting from IRS tax liabilities.

  • Successfully prevented IRS Lien and Levy actions due to tax liabilities.

  • Represented taxpayers in Tax Court cases against the IRS and negotiated settlements with IRS attorneys as well as the Office of Appeals.
